ترغب بلدية رام الله بالتعاقد مع شركة متخصصة في مجال تطوير تطبيقات الهواتف والاجهزة الذكية لتصميم وبناء تطبيق شامل آمن وسهل الاستخدام، بهدف تسهيل تواصل المواطنين مع بلدية رام الله والاطلاع على تفاصيل حساباتهم الشخصية وتقديم طلبات الخدمات والدفع بشكل الكتروني، اضافة الى الاطلاع على فعاليات المدينة والوصول الى التطبيقات المتعددة التي توفرها بلدية رام الله لمواطنيها، وغيرها من الوظائف ذات العلاقة بعمل البلدية، وميزات اضافية يمكن للشركات اقتراحها. يعتبر التطبيق احد مخرجات مشروع سياسة الادماج الاجتماعي التي تهدف البلدية الى تطويرها وبدعم من المركز الدولي لتطوير سياسات الهجرة بتمويل من الاتحاد الاوروبي.

تشمل المهام المطلوبة:

• تطبيق يعمل على الهواتف والاجهزة الذكية (Mobile Application) لجميع الأجهزة العاملة بنظامي التشغيل (Android and iOs)
• تأهيل كادر من بلدية رام الله على استخدام البرمجيات المستخدمة لادارة بيانات التطبيق وتحديثها.
• تسويق التطبيق واتاحته على جميع المنصات الخاصة بالهواتف والاجهزة الذكية

• وصف طبيعة عمل الشركة وخبراتها السابقة في مجال تطوير تطبيقات الهواتف والاجهزة الذكية، وأن تكون قد قامت سابقا بتنفيذ ما لايقل عن اثنين من المشاريع المشابهة (ارفاق روابط لتطبيقات من تنفيذ الشركة على Play Store و Apple Store).
• تقديم السير الذاتية والشهادات للمتخصصين المؤهلين في مجال تطوير التطبيقات في الشركة، حيث ستكون موضع تدقيق أثناء التقييم.
• ارفاق mock-up مبدئي ومختصر يوضح فكرة التطبيق المقترح
• تقديم خطة عمل واضحة ومفصلة لجميع مراحل تصميم وتطوير واختبار وتفعيل التطبيق المطلوب وتدريب فريق البلدية على ادارته، توضح النشاطات والفترات الزمنية.
• سيتم تقييم الطلب بناء على مدى تجاوبه مع البنود الواردة اعلاه، كما سيتم دعوة الشركات التي تدرج ضمن القائمة المختصرة فقط لعرض التطبيق ومناقشة الافكار المقدمة، يليها تقديم عروض أسعار للتطبيقات التي توافقت مع متطلبات البلدية.

Ramallah Municipality intends to contract a specialized firm in the field of mobile and smart devices applications develop a Mobile Application. The application should offer checking personal account information, applying requests for e-services and electronic payment, viewing the City’s activities, reaching other related services offered by the Municipality, in addition to extra features the applicant firm can propose. The application is part of Ramallah‘s Inclusion Policy project, developed in cooperation with the International Center for Migration Policy Development (ICMPD) and funded by the European Union.

The required tasks include the following:

• A Mobile Application for smartphones and smart devices that meets all the guidelines prescribed by Apple’s iOs and Android for development, design, distribution and performance
• Training Ramallah Municipality staff on using the software for managing and updating the application data
• Marketing the application and making it available on all smartphone and devices platforms

Interested firms having the experience to provide the solution are invited to review the minimum required features at https://bit.ly/3C9LxsD and submit the following to Ramallah Municipality:

• Details about the firm’s work and previous experience in developing mobile applications, shows that company has done full cycle implementation of mobile applications (submit links for at least two applications to be downloaded from Google Play Store and/or Apple App-Store)
• CVs and certifications for the company’s qualified experts in building mobile apps

? Submit a brief preliminary mock-up that explains the idea of the mobile app and the proposal.

Submit Clear and detailed working plan (activities and time) for the designing stages, developing, testing and activating the application, in addition to training the Municipality staff on managing the application.

All submitted proposals will be evaluated based on their appliance to the mentioned terms. Only short-listed eligible firms will be invited to present their proposals, followed by price offer request for the application/s that meets Ramallah Municipality’s criteria.
